阿尔伯塔省提名-AINP (AOS新政)

AINP -Alberta Opportunity Stream (AOS)的解析

阿省新政突然颁布，使得配偶工签和外省毕业生失去了最后一条黄金道路，新政不在受理外省毕业生和配偶工签的申请人。这部分申请人只能考虑在阿尔伯塔找B类别以上的工作，积累工作经验后递交EE（快速通道）申请。或者转学到阿尔伯塔就读比较容易找到相关工作的专业，毕业后工作满6个月就可以递交申请。新政对职位高低没有限制，CD类职位都可以递交。下面是新政的具体要求分析，如果需要咨询具体内容，可以联系我们。

工签限制

相比之前所有种类的工签都能符合AINP，新的AOS只接受：
1、封闭式工签，包括LMIA支持的工签和豁免LMIA中特定类别的封闭式工签（配偶工签不包含在内），
2、本省的毕业后工签，但是对学习的项目和专业有要求，必须是本科以上的项目（没有专业要求），或者符合要求的1-2年证书、文凭项目（有专业要求）。请注意，工作必须和学历相关，如果就读的是1年研文，必须跟研文和研文之前的学历都相关。

如果毕业工签持有人是就读的以上学院1-2年的certificate 或者diploma项目（专科），AINP对专业有一定要求，不是所有的专业都可以满足AINP新政，符合要求的项目请参见这个清单：http://www.albertacanada.com/files/albertacanada/AINP-AOS-AE-approved-ps-credentials.pdf，
因为AINP新政需要申请人的工作和学历必须相关，所以建议申请学校的学生在选择专业的时候需要仔细考量一下，例如酒店管理，旅游管理，商科等未来肯定是热门专业，因为就业面广，工作容易找到，而工程类，工作难找的学生可能只有考虑走EE（快速通道）了。

新政同时要求所有主申请人需要递交所有高中以上的学历认证，也就是说在国内的学历或者全世界任何地方的学历，只要是高中以上的学历都需要提供。阿尔伯塔毕业生还需要提交成绩单（sealed未开封正式成绩单）。

新政明确了配偶工签持有人不能作为主申，所以旅游签证转学签再获得配偶工签的黄金线路俨然堵死了，不过如果学签持有人能在阿省毕业找到相关工作，那么还是可以考虑AINP。需要特别注意的是，旅游签转学签的申请人，往往国内有专科以上学历，且有工作经验。由于AINP要求专业对口，建议转校的学生选择和过往教育和工作经验相关的专业。在这期间，配偶都可以申请配偶工签在加拿大工作以减轻家庭负担，而孩子则可以享受免费医疗和教育在阿省读书（幼儿园，小学，中学）。

对语言有要求

相比之前没有语言要求，新的AOS的语言要求是CLB 4，也就是G类雅思4分左右。
2019年6月14日之后会改为CLB 5，也就是雅思5分左右。
这个语言要求对于留学生而言完全形同虚设，但是对于LMIA客户可能有些许难度，不过即便雅思5分，通过一年的练习也是完全可以实现的。雅思成绩必须是最近2年的。

职位要求

新政唯一的优势就是所有职业等级都可以提交申请了，NOC O,A,B,C,D全部都可以。也就是说只要是阿省毕业生，找到相关工作，哪怕只是入门级的岗位也能提交申请。而不用等到以前必须做到管理岗位。

通过上面的不合格职位列表，相信大家都松了一口气，因为这些行业基本是LMIA申请人和留学生不会从事的行业；但是这次新政针对阿省留学生还设置了第二个不合格职位列表，也就是说留学生除了满足自己的工作不在上面这个列表外，还需要不在下面这个列表里面：

相信阿省的留学生看完后也松了一口气，因为这些行业基本都是trade类别的，而HR的职位是O类的，留学生很难做到那么高的职位。所以这次AINP推出的不合格职位列表基本对LMIA和留学生没有影响。如果LMIA客户从事上面这个职位列表的职位可以提交申请，但是所有Trade类别的职位必须提交证书。

对工作时长有要求

相比之前只要开始工作就可以递交移民申请，新的AOS要求：
1、过去18个月在阿尔伯塔有12个月的相关工作经验，或者
2、过去30个月有24个月的相关工作经验（省内或者省外，包括加拿大以外），或者
3、对于毕业生，只用工作6个月，但是必须和所学专业相关，如果是研究生文凭，必须和研文、研文之前的专业都相关。

工作经验是可以累加的，也就是说只要行业相同，职位基本一致，可以用多家公司的工作经验来凑数。目前，从AINP全新的check list可以发现，过往的工作经验只用申请人提供一个reference letter，这个信的格式和之前job description类似，如果有工作合同和job offer letter，也可以一并提交作为辅助证明。卡加建议申请人，在提交过往工作证明的时候，可以参照EE（快速通道）的要求提交材料。即除了reference letter/ employment letter外，可以提交合同，job offer letter，pay stubs/工资单，报税单/记录（加拿大可以给T4，或者CRA的notice of assessment），社保缴费记录等能证明您在过去那家公司工作的记录。如果递交前还没有报税，那么提交所有pay stubs，如果报税了，提交T4+pay stubs。

而目前的工作证明需要所有申请人提交一个合同或者job offer，内容和之前要求基本一致，但是特别注明了：工作的时长，工作开始的日期，报税福利的细节，必须申请人和雇主都签字，必须有雇主的个人联系方式等。

对收入有要求

相比之前对收入没有明确要求，新的AOS要求申请人的年收入能够满足一家所需（不能用存款满足）。目前，单身要求$21,833加币（10.5加币/小时，40小时，52周，下同），两口无小孩要求$30,876（14.8加币/小时），一家三口要求37,816（18.2加币/小时），一家四口要求$43,666（21加币/小时）。只有在配偶也在阿尔伯塔工作的情况下才能算进配偶的收入给主申请的工资要求减少压力。

如果需要配偶的收入算入家庭收入，配偶也必须提交一个job offer或者合同，格式和要求与主申请人一致。如果递交前，配偶在加拿大多家公司工作过，那么过往公司需要提供reference letter，要求与主申请人一致。
